Some Ideas.

SETS
So first thing ill talk about is donation sets. I feel people should be able to obtain the items from a quest or a boss raid with low% chance to loot. Doing this will give people something to work for. There should also be some medium tier sets for people to obtain. Something better then the standard set but not as good as donations sets. Or make it so you can upgrade the standard set to improve it. Like doing quests to make the equipment add hp/mana/regen.

ADVERTISING
We need to get more people informed about the server. We cant just hope for the old players to come back. Most of them wont. The player base will be mostly new people.

RUNES/SSAS
Make it so people can combine up to 250. Then can pay to have them combined 500.
Make AOE Runes. like GFB SD or GFB wrath that consumes 1kk mana when used and needs 2.5kk mana to make.
